Rules for Admission of Students to Various Courses of Study in Affiliated Colleges

I. GENERAL

  1. Students shall be admitted to the various courses of study in a college on the basis of the rules prescribed by the University and communicated to the colleges.
  2. (i) The University will notify every year a uniform time schedule for admission of students for the different courses in the affiliated colleges.
    ii) The time schedule will contain the last date for issue and receipt of applications, date of publication of rank list in the college notice board, last date for admission etc.
  3. The last date for issue and receipt of applications in the college office for a course shall normally before 15th day after the publication of
    results of the qualifying examinations.
  4. The first list consisting of the sure list and supplementary list of candidate selected shall be published on the notice board on the 5th day
    for courses after the last date of receipt of applications. The interview shall normally start on the 7th day for courses after the publication of rank list. In any case the interview cards shall be despatched at least 5 day prior to the date of interview. No admission shall be made prior to the date fixed for interview. “Chance Cards” shall be sent to candidates in the supplementary list showing rank and date of interview for selection to all vacancies.
  5. In case there are vacancies, even after the exhaustion of the sure list and supplementary list, a second list of candidates shall be published on the next day after the interview of candidates for each group and interview cards in these cases also shall be despatched at least 5 days prior to the date fixed for the interview.
  6. The ranking of candidates for various courses shall be made according to the rules prescribed by the University. The first list shall consist
    of a sure list containing names of candidates selected for sure admission for all the seats. It shall be accompanied by a supplementary list consisting of at least twice the number of candidates ranked in order for admission to fill 51 vacancies of each quota. The ranking marks shall be noted against the names of the candidates in all selection lists, whether sure or chance lists. The ranked lists and the supplementary lists for admission under each quota shall be published on the prescribed date in the college notice board and a copy of that shall be sent by Registered Post simultaneously to the Registrar, Kannur University . Candidates included in the sure list to
    groups of their first preference shall not be repeated in the other Lists.
  7. All the applications received in the college shall be ranked and kept ready for verification by the candidates or by their guardians if needed and a copy of that shall be sent to the Registrar, Kannur University
  8. Each application form shall contain:
      a) An acknowledgement card
      b) An interview card
      c) Three sets of applications in different colours for giving relevant details and for showing preference of students.
      All applications received in the college shall be tabulated, ranked and shall be made available for verification.
  9. An application register shall be maintained by the college containing the following details.
      a) Serial number
      b) Application number
      c) Name and address of applicant
      d) Date of receipt of application
      e) Caste with community
      f) Marks secured at the qualifying examination
      g) Ranking marks for 1st, 2nd and 3rd choices
      h) Date of interview card issued, if eligible for admission
      i) Date of interview
      j) Whether selected and admitted to the course
      k) If selected, under which quota ie, merit quota, SC/ST quota, community quota, Management quota, etc.
      l) Remarks
  10. The interview- cards shall be sent under ‘Certificate of Posting’. If cards are returned undelivered it should be noted in the remarks column of the register against the name of the concerned applicant.
  11. The selection of candidates for the marginal increase in seats sanctioned shall be made according to the rules prescribed by the University for filling the original seats. Final list of candidates selected under each category admitted to the various courses shall be put on the notice board prominently as soon as admissions are over and a copy of the same should be sent by registered post to the Registrar.
  12. Late applications shall be considered only after exhaustion of application received in time.
  13. No fees other than those prescribed by the University /Government shall be levied from the students.
  14. Selection Committee : For every subject for which admission is sought for, there shall be a selection committee in every college with the
    Principal as Chairman and Head of the Department of the subject concerned for degree and post graduate courses and one member nominated by the management.
  15. Selection List : The Selection Committee shall prepare the selection list for each subject from the applications received in time.
  16. (a) Merit: Subject to any rules of reservation that the University may make for the purpose the selection shall be on the basis of merit
    generally governed by the conditions of agreement relating to the direct payment. For college that do not come under the Direct Payment, the rules of reservation (prescribed by the Government from time to time may be followed)
    (b) Selection of Students: The selection of student for admission in the colleges under the direct payment system will be on the following basis
      (i) 20% of the seats shall be reserved for Scheduled Castes and Scheduled Tribes to be filled up on merit basis from among the students of Scheduled Castes/Scheduled Tribes. The seats that cannot be filled up 53 from the quota reserved for scheduled castes and scheduled tribes will be filled up on the basis of merit from among backward minority communities in the case of college run by backward, minority communities and only by OBC in the case of colleges run by other communities.
      (ii) 60% of the seats will be reserved for admission on open merit (this will be 40% in the case of colleges belonging to backward communities)
      (iii) 20% of the seats for admission will be reserved as management quota.
  17. Assessment of Merit: The merit of the candidate shall be assessed on the basis of the marks obtained by him/her in the qualifying
    examination for admission to the particular course, subject to such criteria such as may be prescribed by the University. Norms with regard to the award of bonus marks for sports activities will be issued separately. These marks shall be added to the marks obtained for the qualifying examination in drawing up the selection list.
  18. Each applicant of B.A/B.Sc/B.Com courses will be given three choices of subjects to which he/she may seek admission in the order of
    preference.
  19. The rules regarding reservation of seats to scheduled caste/ scheduled tribes and other backward communities will be strictly followed.
    20 3 % of B. A/B.Sc/B.Com course should be specifically reserved for the Physically handicapped candidates. Out of this 3%, 1% is reserved for the blind, 1% for the deaf and 1% for orthopaedically handicapped with a provision for interchange of seats, if candidates are not available in a particular category in a year. The blind and the deaf are not eligible for reservation in science subjects involving practicals (U. O. No. GA- G2/ 4053/85 dated 5-1-1987.)
  20. A handicap of 10 marks for every successive attempt after the first attempt out of the ranking total will be imposed on those who have
    taken two or more chances to complete the qualifying examination subject to a maximum of 25 marks. The number of chances means the number of chances taken for passing any part of the qualifying examination. Betterment of examination will not be considered as a chance.

II. WEIGHTAGE OF MARKS

  1. A weightage of 10 marks will be given to applicants who have passed the qualifying examination, after undergoing the whole prescribed
    course of study from the same institution in which they seek admission to Degree Courses.
  2. A weightage of 15 marks added to the total shall be given in the case of Ex-servicemen, widows and children of Jawan and Ex-servicemen and to the widows and children of Border Security Force personnel killed or disabled in action for admission B.A/B.Sc, B.Com courses.
  3. 15 marks for admission to degree courses shall be awarded as bonus marks in respect of N.S.S /N.C.C candidates subject to the
    fulfillment of the following conditions.
    1. i) In respect of N.C.C applicants the bonus marks will be awarded on the basis of N.C.C certificates signed by the Director and issued by the Directorate of N.C.C to the candidate who have secured at least 75% of attendance after having participated in its activity during the course of study immediately proceeding the course for which admission is sought.
      ii) For awarding bonus mark to N.S.S participants, the basis will be N. S. S. certificate signed by the Vice-Chancellor and issued by the University to volunteers who have completed 240 hours of work within a period of two years in .the course of study immediately preceding the course for which admission is sought.
      iii) The benefit of bonus marks for purposes of admission can be earned by the candidates only under any one category either N.S.S or N.C.C.

III. RESERVATION OF SEATS

  1. Children of Service Personnel who are awarded by gallantry decorations in the Vir Chakra Series either in Person or Posthumously
    and also of non-decorated Service Personnel who are killed in action be exempted from the minimum marks prescribed for admission to B.Com, M.A/M.Sc and M.Com courses (No GA-G2/074/84 dated 1-12-1986).
  2. One seat in each main subject B.A/B.Sc/B.Com Courses will be reserved for a candidate with outstanding records in Sports & Games.
    He/She should have participated in the University or State or National level sports/games.

IV. RANKING

  1. B.Sc COURSE Applicants will be ranked on the basis of the total marks obtained in the qualifying examination plus the marks obtained for the particular main subject concerned for which they seek admission.
  2. B A ENGLISH Applicants will be ranked on the basis of total marks plus twice the mark secured in Part I English of the plus two or equivalent examination.
  3. B A OTHER LANGUAGES Applicants will be ranked on the basis of the total marks plus twice the marks in Part II Second language of plus two or equivalent examination.
  4. B.A ARTS SUBJECTS Applicants will be ranked on the basis of the marks for the Plus Two examination plus a weightage of 25 marks for those who have taken the particular optional subject for the Plus Two examination as follows: —
    a) B A (History) : A weightage of 25 marks for Plus Two History
    b) B A (Economics) : A weightage of 25 marks for Plus Two Economics
    c) B A (Political Science) : A weightage of 25 marks for Plus Two Civics/ History/Elements of Political Science
  5. B.Com COURSE Candidates who have not taken at least one Commerce subject for Plus Two should get at least 45% of the aggregate marks in the Plus Two examination to become eligible to seek admission to B.Com course. A concession of 5% will be given to those who belong to the Scheduled Castes, Scheduled Tribes and other backward communities. A Weightage of 25 marks for each Commerce subject taken by the candidate may be added to the Plus Two total.
  6. POST GRADUATE COURSES 5 marks shall be awarded as bonus marks in P.G course other than professional courses in respect of N.S.S, N.C.C candidates subject to the fulfillment of following conditions.
    i) In respect of NCC applicants the bonus marks will be awarded on the basis of NCC certificate signed by the Director and issued by the
    Directorate of NCC to the candidate who have secured at least 75% of attendance after having participated in its activity during the course of study immediately preceding the course for which admission is sought.
    ii) For awarding bonus marks to N. S. S. participants, the basis will be N. S. S. certificate signed by the Vice-Chancellor and issued by the University to volunteers who have completed 240 hours of work within a period of two years in the course of study immediately preceding the course for which admission is sought.
    iii) The benefit of bonus marks for the purpose of admission can be earned by the candidates only under any one category either N.S.S or
    N.C.C
  7. M. Sc COURSE i) Candidates who seek admission to M.Sc. course in the various subject should have obtained at least 50% marks for the concerned optional subjects excluding subsidiaries at the B.Sc degree examination.
    ii) Applicants will be ranked on the basis of the total marks obtained for the part of the B.Sc examination relating to optional main subjects, and subsidiaries put together plus the marks for the main subject. (Theory and Practical if any) except for M.Sc Physics. Applicants for admission for M.Sc Physics will be ranked on the basis of the total marks obtained for the Part III of B.Sc Examination regarding optional subjects main and subsidiaries put together plus the marks for the main subject
    (Theory and Practical) and Mathematics.
